AUGUST 16, 2016 PLANNING & ZONING
The meeting was called to order at 6:00 p.m. by Chairman Steve Kossett. Present for the meeting were Chairman Kossett, Commission Members Kathy Meyer, Biron Wipson, Pete Branca, John Hegstrom, Bob Whitmyer, and Katie Vukelich, Zoning Administrator Teresa Koivula, Deputy Clerk Toni Blomdahl, and guests Greg Andrews, Bob Quade, Suzanne Herstad, Nancy Lewis, and Andrea Dwyer.
Kathy made a motion to approve the July 19, 2016 meeting minutes with a second by Biron. All vote in favor except for Bob who abstained due to not attending the July meeting. Motion carried.

OLD BUSINESS: None
Home Business Application: Nancy Lewis, 4747 5th Ave S. was here to discuss her home business application for Kinder Farm. Teresa read her attached report into the record. Nancy stated she is running a daycare with a C-3 license which allows up to 14 children where only 9 can be under the age of 5. Nancy stated their learning style encourages outdoor play and learning, they also prepare the snacks and lunch for the children in a family style manner. Nancy stated she visited 40 homes and 34 people signed the petition in favor of the business. Steve went over the list of questions for the applicant, which is attached, with the commission all agreeing it is an accessory use that is allowed in the zoning district and it is compatible with the surrounding area being so close to Homecroft School. Katie noted the hours of operation were agreeable with the surrounding area as well. Teresa stated she will submit the site plan to the Rice Lake Volunteer Fire Department so the fire department can follow up with Nancy if they have any concerns or questions. A motion was made by John Hegstrom to approve the Home Business application with a second by Bob. All vote in favor. Motion carried. Teresa stated Nancy needs to notify here annually by February 15th of the status of the business. Nancy asked if there would be a new application and a fee annually. Teresa stated no new application or fee is necessary just a phone call or letter letting us know if they are still operating.
Conditional Use Inspections: Steve stated the commission will conduct the Conditional Use Inspections at the close of the meeting.
Joint airport zoning board: Teresa stated the Duluth Airport Zoning Board of Adjustment will be meeting on August 17, 2016 at 5:00 pm to hold a public hearing on a variance request. Teresa stated the next Joint Airport Zoning Board will be meeting on September 8th at 3:30.
Next Meeting Date: Steve stated the next Planning and Zoning meeting is Tuesday, September 20, 2016 at 6:00 pm.
Having nothing further to discuss, Katie made a motion with a second by Biron to adjourn the meeting. All vote in favor. Motion carried and the meeting was adjourned.
