NOVEMBER COUNCIL MEETING MINUTES

November 28, 2016

The meeting was called to order at 6:00 p.m. by Mayor Werner.  The Pledge of Allegiance was recited.  Present for the meeting: Mayor John Werner; Councilors Bob Quade, John Goman, Greg Andrews, and Suzanne Herstad; Clerk Joan Jauss; Treasurer Holly Herstad and attached list of public attendants.

Proclamation: Mayor Werner read into record a Proclamation declaring November 28, 2016 Don Solem Day in the City of Rice Lake.  Proclamation attached.  Don stated this is a special day in history because this is the first proclamation for the City of Rice Lake and today is his 90th birthday.  Don thanked the council and staff for all the work they do, especially how quickly they dealt with the clean-up from the wind storm.  Don shared some of his memories of being a town supervisor for 33 years and thanked the council again for the proclamation.

Oath of Office:  Joan gave re-elected Mayor John Werner, Councilors Bob Quade and Suzanne Herstad their four-year term of Oath of Office which will be effective January 1, 2017.

Business from the Floor:   None

CORRESPONDENCE: 

Letter from Phil Larson, Mayor Elect of Proctor: Joan read the letter of introduction into record.

Letter from St. louis County:  Joan shared with Council the letter informing the City of an upcoming timber sale near Amity.  Bob asked if they will be logging in 2017.  John W. said no, probably not until 2018.

Motion was made by Greg to approve the consent agenda with a second by Suzanne.  All vote in favor.  Motion passed.

NEW BUSINESS:

County Commissioner Meeting: On October 10, 2017, the St. Louis County Commissioner meeting will be held at the Rice Lake City Hall.

CliftonLarsonAllen letter of engagement: Joan shared a copy of the letter with Council.  She stated the cost increased by $250 for 2017, for a total of $15,750 for the audit.  John G made a motion to approve the letter of engagement for the 2017 audit from CliftonLarsonAllen with a second by Bob.  Suzanne asked if anything in the proposal changed from last year except the amount. Joan said no.  All vote in favor. Motion passed.

WLSSD 2017 grant application meeting:  Joan stated that there are two WLSSD meetings in December.  The first is December 5th for the recycle attendants and one on December 8th for the City Officials.  Greg said he would take Bryan to the December 5th WLSSD meeting and Bob will attend the meeting on December 8th.

UNFINISHED BUSINESS:

ARDC Commission member:  Joan stated this had been postponed at the previous month’s meeting to discuss at this meeting.  The City is asking if any Council member would want to put their name in for nomination to represent cities with a population under 10,000 on the ARDC board. John G. said he would put his name in for nomination.

December meeting calendar:  John W. mentioned the budget/levy public hearing will be on December 1, 2016 at City Hall.  Rice Lake is proposing an increase of 3%.

MOTION FOR ADJOURNMENT: A motion was made by John G. with a second by Greg to adjourn the meeting.  All vote in favor.  Meeting was adjourned.
