Utility Meeting Minutes

October 17, 2016

The meeting was called to order by Commission member Jayme Heim at 6:00 p.m.  Present for the meeting were, Commission members Jayme Heim and Pegra Cobb, Councilor Greg Andrews, Clerk Joan Jauss and Joe Jurewicz from MSA.  Also in attendance: John Werner, Suzanne Herstad, Bob Quade, and Darrel Johnson.

A motion to approve September 19, 2016 utility meeting minutes with correction of scare should be scar and the ordinance trunk meeting minutes from September 28, 2016 was made by Pegra with a second by Jayme.  All vote in favor.  Motion carried.

Business from the floor:  Joan shared an update on the lift station repairs.  Lift Stations 1 and 2 are done, Lift Station 10 dialer is done but they found a bad UPS battery which Justin is working on changing out.  Tim from Sycom took the screen from Lift Station 3 and will repair it so Justin can reinstall it.

Correspondence:  Joan gave copies of correspondence from Johnson Jet Line, a sewer televising company.  Greg asked if we have had our lift stations cleaned, Joan stated hopefully next week.  MRWA “Changes in Financing Your Community Project Workshop” and Public Utilities and Waterworks Institute is holding a workshop so Joan gave copies of the information to the Commission.

Water Tower Painting:  Joe shared a summary of the water tower bids.  Joe stated that Tri State Painting’s reference did check out, but their bid bond had an error.  They have been notified and we are still waiting on a corrected original bid bond.  If we do not receive it by October 18th we may need to look at the next bidder. 

Ridgeview Road meter station: Joan shared that all seems to be good in the meter station, no more condensation issues.  Greg is going to check it out on October 18th and if there is an issue he will call Phil or Joe at MSA and let them know.

3rd Ave. S:  Joan shared a copy of the pump run hours for Lift Station 6, which is located on 3rd Avenue South.  After the manhole and line repair was completed there has been a significant drop in the pump run hours.

WLSSD 2017 Wastewater fees:  Joan shared a letter the City received from Western Lake Superior Sanitary District (WLSSD) stating the monthly wastewater fees for 2017 will increase by 7.73% from last year but the district allocation fee will remain the same.  John W. noted to call WLSSD and be sure they change the clerk’s name and change Town to City.  Joan will follow up on this again.

WLSSD Proposed I & I Ordinance:  Joan shared there were 15 homes sold in Rice Lake in 2015 that had municipal sewer, this is in follow up to the last small group meeting in which it was discussed as to how many homes this change would affect.  The City of Duluth noted it would be very hard for them to meet the criteria and would be a financial hardship. There was discussion on what the next step is, it was Bob’s understanding the City of Duluth is to have another small group meeting.

Water/Sewer Ordinance:  Joan gave everyone a draft of trunk fees that were discussed at the September 28 meeting.  Joan is going to touch base with Mike Couri, City Attorney to find out what our next steps are.

Miscellaneous:  Joan shared that at the Oct. 10th Council meeting the Council accepted the water/sewer line extension on Rice Lake Road.  Joan also shared that Justin Schendel, Utility System Worker is going to school and taking his class D water license test this week.

Having nothing further to discuss, a motion to adjourn was made by Pegra with a second by Jayme.  All vote in favor.  Motion carried.
