Utility Meeting Minutes

February 9, 2017

The meeting was called to order by Utilities Commission Chair Cindy Endicott at 6:00 p.m.  Present for the meeting were, Commission members Jayme Heim and Pegra Cobb, Councilors Greg Andrews and John Goman, Clerk Joan Jauss.  Also in attendance: John Werner, Suzanne Herstad, and Bob Quade.

A motion to approve the January 18, 2017 utility meeting minutes was made by Jayme with a second by Pegra.  All vote in favor.  Motion carried.

Business from the floor:  None

Correspondence:  None

Water Tower Painting:  Joan will follow up with Joe for tentative dates. It was noted that it will be after mid-May due to antenna work that is being done by AT&T.

Safety Harness:  Joan will follow up with Joe on the labor cost to replace the existing harness, the estimated material cost is $1,800.  John W. shared some specs on what harness we will be installing as the current harness is obsolete.

WLSSD I&I:  Joan shared a copy of a letter from WLSSD showing the city’s year end adjustment.  Due to our higher usage, will have an added monthly cost of $178 for 2017.

Ordinance #44: Joan shared an updated draft ordinance #44, Establishing Sewer and Water Trunk Areas and Connection Fees, with the Commission.  She said the only change that was made, was to remove the added 4% for CAF fees, as the 4% is already included in the current cost and the word lateral was replaced by main for clarification.  Pegra made a motion to recommend bringing to Council for approval, Jayme seconded the motion.  All vote in favor, motion passed.  We are still waiting for revisions to ordinances #25 Sewer and #27 Water.

Miscellaneous:  Joan shared an email from Joe @ MSA stating he will be forwarding a video how to repair leaking E1 basins where the electrical comes into them.  It was also stated in our annual I&I report the city will inspect a minimum of five E1 basins to see if there is an issue.  Joan shared a copy of the 2016 water and sewer usages and stated our sewer consumption is still high. Joan shared as part of Justin’s continuing training he went to confined space training for sewer class today.

Having nothing further to discuss, a motion to adjourn was made by Pegra with a second by Jayme.  All vote in favor.  Motion carried.
