2017 April 24 Council Minutes


April 24, 2017

The meeting was called to order at 6:00 p.m. by Mayor Werner.  The Pledge of Allegiance was recited by those in attendance.  Present for the meeting: Mayor John Werner, Councilors John Goman, Greg Andrews, Suzanne Herstad, and Bob Quade, Clerk Joan Jauss, and Treasurer Holly Herstad.  Public attendance list attached.

BUSINESS FROM THE FLOOR: John W. welcomed Boy Scott Troop 7 to the meeting and thanked them for the work they have done in the City.

    Executed Claim

John G. made a motion to approve the consent agenda with a second by Bob.  All vote in favor.  Motion passed.


MS4 public hearing: Joan said the MS4 Public Hearing will be held on May 22, 2017 at 5:30 pm.

Mark from Congressman Nolan’s office: John W stated Mark Privratsky from Congressman Nolan’s office will be at City Hall on May 25, 2017 at 1:30 pm to discuss any public comments and/or concerns.

Public works truck:  It was agreed to postpone discussion on the public works truck until the May Agenda Meeting.

Resolution 17-05-12: Joan read Resolution 17-05-12 Exception to Trunk Connection Fee into record.  Cindy Endicott stated the resolution notes the Utilities Commission made a recommendation for approval, but they did not discuss the trunk fees.  Joan apologized and stated Cindy is correct, it was discussed at the April Agenda meeting not the Utilities meeting.  She will correct Resolution 17-05-12 to reflect this correction.  John G. made a motion to approve Resolution 17-05-12, with the revisions discussed with a second by Suzanne.  All vote in favor.  Motion passed.


Rice Lake Villa’s utility extension: Joan shared a copy of the updated/final utility plans for the Stavanger Road utility extension from the Rice Lake Villa’s.  She also shared an e-mail from Joe from MSA, the City Engineer, stating they would recommend approval of the final utility plans.  In the email, Joe also suggested that the applicant review the length of the extension to ensure there is enough pipe for any future growth.  John G. made a motion to support the Rice Lake Villa’s utility extension plans with a second by Bob.  All vote in favor.  Motion passed.

 AED/CPR class: Joan stated the AED/CPR class is scheduled for May 4.  She asked the Councilors to confirm if they will be attending.  Bob, John G., and Greg will be attending, John W. will let Joan know later.
