2017 June Planning & Zoning minutes



JUNE 20, 2017 

The meeting was called to order at 6:00 p.m. by Vice-Chair Pete Branca.  The Pledge of Allegiance was recited by those in attendance.  Present for the meeting were Vice-Chair Branca, Commission Members Katie Vukelich, John Hegstrom, Bob Whitmyer, and Kathy Meyer, Zoning Administrator Teresa Koivula, Deputy Clerk Toni Blomdahl, City Councilor Suzanne Herstad, and guests Jon Nelson, Patrick and Jessica Palmi, Geoff Vukelich, Greg Andrews, Bob Quade, and John Goman.

Kathy made a motion to approve the May 16, 2017 meeting minutes and the June 13, 2017 Public Hearing Ordinance #22 minutes with a second by John Hegstrom.  All vote in favor except for Bob who arrived after the vote.  Motion carried.



CORRESPONDENCE: Teresa gave the commission a copy of a letter from MN DOT Airport Zoning and their information warehouse.  Teresa stated this is information on a new website MN DOT has created for the community to use in reference to land use.  The website can be found at mndot.gov/aero/planning/zoning-warehouse.html


Home Occupation Application for Dam Goods and Gear LLC: Teresa stated we have received a home occupation application from Geoff and Katie Vukelich for their business.  Katie recused herself from the discussion to follow.  Geoff stated their website does not have their home address anywhere on it as they do not want customers coming to their home so they either ship everything or meet the customers at a pre-disclosed location.  Teresa stated she went on their website to verify this information and their address is not listed on their website.  The Commission went over the questions on the questionnaire and did not have any concerns with the answers provided.  A motion was made by John H. to approve the home occupation request with a second by Kathy.  All vote in favor with the exception of Katie.  Motion carried.

Annual Conditional Use Permit (CUP) inspections: Teresa stated the inspections are scheduled for July 18th at 6:00 pm and shared with the Commission the CUP synopsis from 2016.  The Commission assigned a group of CUPs to each Commission member except for Kathy and Bob, who will not be at the July inspections.  There was a group of CUPs that did not have anyone assigned to them so Teresa will try and inspect those during normal business hours and the remainder can be divided up among the other Commission Members.  Bob Quade stated he would be willing to do inspections if need be.  Toni will send out the letters to the CUP holders and send out the information sheets to the Commission Members.  Toni stated she can go with Bob on inspections if need be.

Home Business/Home Occupation Permitting Process: Teresa stated she spoke with Mike Couri, City Attorney, regarding our permitting process for home businesses and home occupations.  Teresa stated Mike told her most communities don’t have the Planning Commission listen to the applications and the Zoning Department just processes the applications.  Teresa stated Mike said we can continue to operate as we have been as long as the Commission Members want to continue with the process but they are not required to.  John H. recommends staying with the current process we have now as well as Pete and Kathy.  Teresa stated the Commission looks at how the business will impact the neighborhood and she likes having them involved.  Kathy stated she likes relating with the applicant.  Bob stated we do not require a public hearing so it is an easy process.  Pete stated he thinks the process leaves an impression on the applicant and the need to follow the rules.  Teresa stated she will continue to bring Home Business and Home Occupation Applications before the Commission for their approval.

Planning Commission Resignation: Teresa stated we have received a resignation letter from Biron Wipson effective immediately.  Teresa thanked Biron for his many years of service to the community and encouraged the Commission to do so as well.  Teresa stated we will need to fill his spot and asked if anyone had any recommendations.  Teresa noted we will place something in the next Rice Lake Newspaper regarding the vacancy.


Joint Airport Zoning Board (JAZB): Teresa stated the JAZB meeting scheduled for Friday, June 2 at 1:30 pm was not held as there was no quorum so they rescheduled for June 8th but there was no quorum that day either.  The next scheduled meeting will be Thursday, September 7th at 3:30 pm.

Next Meeting Date: Pete stated the next Planning and Zoning meeting is Tuesday, July 18, 2017 at 6:00 p.m. which will be the CUP inspections.

Having nothing further to discuss, John H. made a motion with a second by Bob to adjourn the meeting.  All vote in favor.  Motion carried and the meeting was adjourned.
