Utility Meeting Minutes
March 20, 2017
The meeting was called to order by Utility Commission member Jayme Heim at 6:00 p.m. Present for the meeting were, Commission members Jayme Heim and Pegra Cobb, Councilors Greg Andrews and John Goman, Clerk Joan Jauss, and Joe Jurewicz from MSA. Also in attendance: Suzanne Herstad and Bob Quade.
A motion to approve the February 9, 2017 utility meeting minutes was made by Pegra with a second by Jayme. All vote in favor. Motion carried.
Business from the floor: None
Water Tower Painting/AT&T antenna: Joan received a request to set up an on-site meeting with AT&T, MSA, and the City to discuss timing and to review the area. Joe said AT&T is considering doing a temporary pole while the tower is being painted.
Safety Harness: Joe is working on getting an estimate for the labor to install a new safety harness on the water tower.
WLSSD I&I: Joan shared an updated copy of WLSSD’s draft I&I ordinance for review. WLSSD is holding a public hearing on March 22, 2017. Greg noted he will attend.
Ordinance #25 and #27: Joan shared an updated draft of Ordinances #25 Sewer and #27 Water that she is working on. They have been sent to Mike Couri, City Attorney, for review.
Stavanger Road Water and Sewer Extension: Joan shared a set of drawings to extend the water and sewer North on Stavanger road. It was noted the water runs to Martin road right of way, the sewer stops at the proposed driveway as it is a dead-end line and will not be hooked into the sewer if and/or when there is an expansion on Martin road. Joe stated MSA has reviewed the drawings and generally the plans are ok, they did note some minor changes. He will forward a copy of the comments to Joan for the file. Joe asked Greg and John G. if the City wants to have a hydrant at the end of Luzerne, it was agreed to add the stub, but not to add the hydrant due to maintenance issues. Joe stated the water pressure will be 35-40 lbs., so the property owner may need to add a fire pump at the building, when we pressure test the water we will know more. Joan asked Joe how many residences can be added to the existing 3” sewer line, and when it will need to be upsized. Joe stated the 3” line should be able to handle an additional 25 residences.
WLSSD sewer flows: Joan shared a letter from Dan Belden at WLSSD explaining what the column and flow numbers mean on the monthly sewer report the City receives. Joan also shared our February flows. We did have two manholes under water on 3rd Ave. S, but we did not have an exceedance due to Justin’s diligence in draining the area.
Hydrant testing: Greg asked when we hydrant test this summer, do we need an engineer sign off. Joe said no, but he will have Phil assist us once we get it scheduled. Pegra noted it is important to notify the residents once we start the testing.
Annual manhole/Lift stating inspection: It was agreed by everyone at the April meeting we will set a date for the annual manhole/lift station inspections.
E1 grinder basin I&I: Joe informed Joan he will forward the E1 grinder basin video as an example for I&I at the piping for the electrical.
Hydrant map: Joe brought an updated hydrant and utility map for the City.
Having nothing further to discuss, a motion to adjourn was made by Pegra with a second by Jayme. All vote in favor. Motion carried.
